Mr. Darling serves as a professional Insurance Receivership administrator, and insurance insolvency consultant to state regulators and the insurance/reinsurance industry in general.


Prior to opening a solo consultancy practice in 2003, Mr. Darling was the Chief Operating Officer of the Office of The Special Deputy Receiver in Chicago, Illinois for 13 years. Prior to that, he spent an additional 9 years in various senior management positions with that organization. In addition Mr. Darling spent 11 years in the Property and Casualty Insurance industry, as both a captive agent and underwriting manager, specializing in the personal lines area, including personal lines Accident & Health.


Mr. Darling is an accomplished results-oriented professional with demonstrated executive management experience in insurance receivership, runoff, and troubled company scenarios, as Chief Operating Officer, Special Deputy Receiver, or Senior Consutant of 151 entities. He has a proven ability to initiate and/or implement the most challenging strategic plan for maximum creditor value, timely estate closure, Risk Based Capital recovery or Rehabilitation, as well as management analysis.


Mr. Darling has had a leadership role in professional and national organizations that analyze and recommend modifications to current receivership practices, including as working group chair or participant of several task forces of the National Association of Insurance Commissioners related to insolvency, as well as Guaranty Funds and Associations as well as their model acts. In addition Mr. Darling was a member of the Board of Directors of the International Association of Insurance Receivers for 9 years, and served as that organizations president twice. After a lengthy absence from the Board, Mr. Darling was elected by the membership, at the December, 2010 meeting, to serve a three year term on the Board of Directors. In 2013 he was re-elected to serve an additional three term ending in 2017. Dedicated to promoting a uniform code of professional and ethical standards for Insurance Receivers, Mr. Darling holds the designation of Certified Insurance Receiver, Multiple Line.


Mr. Darling has testified on numerous occasions on multiple issues related to the estates he has managed.
